will this fit a 17.3 inch laptop?

Mine fits just fine! This is a decent quality bag. There are better options but I got this for free and I'm not yet looking for a replacement.

Will it fit under airplane seat?

Anything can fit under an airplane seat if you're strong enough. But yes. This bag is fairly slim and should easily fit under an airplane seat. It will stick out into your leg space just a bit, though.
